About the Porthos CCS project
Porthos is a project to collect and transport CO2 from industries in the Port of Rotterdam and store it in empty natural gas fields under the North Sea. Various companies will capture CO2 at their facilities and send this into the Porthos pipeline that runs through the Rotterdam port area. The CO2 is then compressed in a compressor station at the Maasvlakte, after which the CO2 is sent via an offshore pipeline to a platform in the North Sea, some 20 km off the coast. From this platform, the CO2 is injected into an empty natural gas field.
The compressor station includes a High Voltage substation, three large 6-stage CO2 compressors, two cooling water systems, related utilities and a control room from which the entire Porthos facility will be operated. The Porthos project is currently under construction with an expected start-up end 2026.
Position Summary:
Porthos is looking for an experienced Senior HSSE Advisor Commissioning & Startup. This position contributes to a smooth and efficient execution of the commissioning and startup of the Porthos installations, with safety as the top priority. You will contribute to the development and implementation of HSE policy, translating it into concrete actions and ensuring that these are followed.
Your tasks and responsibilities include, among other things:
• Preparing and implementing HSE documents for the commissioning and startup phase of Porthos;
• Co-organizing Risk Inventories and Evaluations (RI&E) and keeping the HSE Risk Register and/or HSE plans up to date;
• Providing project support in developing and reviewing HSE plans, work permits, etc.;
• Giving internal and external safety instructions and presentations;
• Conducting and reporting on safety inspections and audits;
• Carrying out investigations of near misses and incidents;
• Contributing to improved safety awareness within the organization in collaboration with the project and operational HSE departments;
• Preparing various HSE advice and improvement actions in close cooperation with the project and operational HSE departments;
• Coordinating and managing HSE performance in collaboration with contractors.
Required qualifications and experience
• You have at least a Bachelor (HBO) level of education and hold VCA VOL and Higher Safety Professional (HVK) qualifications or equivalent;
• You have 10 years of experience with relevant commissioning and startup HSE aspects of large projects in the oil and gas industry or related industries;
• You have experience setting up and implementing HSE/HSE plans in comparable situations;
• Willingness to work full-time at the Maasvlakte project site, and flexible to work occasional extra time, if required
• You are able to act as a senior discussion partner in the field of HSE (management) and also possess a hands-on mentality to arrange practical HSE matters;
• You have knowledge and experience in HSE management at construction sites and/or offshore locations;
• You have experience managing the HSE performance of (sub)contractors and can foster constructive cooperation;
• You have excellent communication skills;
• You are proficient in Dutch and English, both spoken and written.
